New registration obligation for packaging in Spain

The Spanish packaging law obliges producers to register their packaging. Distributors from abroad must also register through an authorised representative if they sell packaged products in Spain.

Sales ban threatened by Packaging Act

Companies that do not register their packaging quantities in the LUCID Packaging Register by 31 December 2024 and do not conclude a system participation agreement for 2025 are subject to an immediate distribution ban.

This is reported by the Central Agency Packaging Register (ZSVR) on its website. This means that they can no longer legally place their goods on the market.

In addition to the sales ban, there is also the threat of severe fines and an entry in the central trade register, which jeopardises the company's reputation and business activities in the long term. The ZSVR monitors compliance and forwards violations to the enforcement authorities. However, over 70% of the required confirmations from producers and sellers are currently still missing, which emphasises the urgency.

Affected companies are not only risking their business basis, but are also contributing to the delay of key recycling and environmental goals. Compliance with the deadline is therefore essential in order to act in accordance with the law and ensure the smooth distribution of goods, according to the ZSVR.
