Powerbanks are mobile auxiliary batteries made of rechargeable secondary cells with charging interfaces (often USB) and usually also charging level indicators. Some powerbanks have additional features, such as an integrated light, a radio or a wireless charger.
All powerbanks (including those with additional functions) are subject to the German Batteries Act (BattG) as equipment batteries.
Powerbanks with additional functions, being electrical appliances (equipment containing batteries) are likewise subject to the Electrical and Electronic Equipment Act (ElektroG; cf. Interpretation guidance to Batteries Act / Electrical and Electronic Equipment Act).
This is reported by the EAR foundation in its current information letter.
In the case of a powerbank with an additional function, the battery weight must always be deducted from the total weight of the powerbank when reporting in line with the Electrical and Electronic Equipment Act, and only the remaining weight must be reported.
