Effects of the WEEE Recast on PV producers and importers
As soon as the revised directive of the European Parliament and of the council on waste electrical and electronic equipment (WEEE directive) will be binding for all producers and importers of solar and PV modules, the producers will need help in particular when implementing the German version of the WEEE directive, the Electrical and Electronic Equipment Act (ElektroG).
After the implementation of the “WEEE2” in the countries of the European Union, the requirements and obligations are already applicable before selling solar and PV modules and not only when recycling them after many years of operation. In particular in Germany PV producers and importers have to prove a guaranty that they are protected from insolvency for the advised sales volume and have to handle comprehensive reporting and registration obligations. Additionally, it is necessary to provide an extensive waste disposal network in order to be able to process possible recycling requirements in a timely and qualitative manner complying with the law.

WEEE directive does not require a proper take back system of PV and solar module producers
Oliver Friedrichs, manager of the take-e-way GmbH, explained today at Hamburg: “The recycling and taking back of PV and solar modules can be handled via established logistics and recycling systems in Europe. An implementation into the Electrical and Electronic Equipment Act (ElektroG) offers the option of cost-efficient processing of the obligations to the manufacturers. However, it is necessary to make sure that the worn out modules are undamaged as far as possible when they are taken back. To do so, it is necessary to check if it is possible to arrange for a proper collection group for PV modules at the transfer points. For instance, gathering and transportation can be performed on stake pallets.“
“When implementing the WEEE directive it is important to reduce the administrative burden and to guaranty a rapid registration of the producers as a basis of legal sales and the participation in producer warranty and recycling systems according to performance.
