As reported by gabot.de with reference to the German Horticultural Association (ZVG), the negotiators in the European trilogue process on the EU Packaging Ordinance (PPWR) also reached an agreement on the classification of flower pots on 4 March 2024.
- "Flower and plant pots only intended for sale and transport" are to be considered packaging in future.
- In addition, "flower and plant pots, including seed trays, used in business relationships at different stages of production or intended to be sold together with the plant" should be considered as non-packaging.
This means that flower pots used in horticultural production will no longer be considered sales packaging in future. The licence fees for participation in a dual system will no longer apply.
The EU Packaging Regulation has been adopted by the EU Parliament. Before the agreement can enter into force, the Council must also formally approve it.
